Hall Manufacturing calls it a rifle return system, it returns the rifle back to its original position after firing. I tied 5 shots on another target and didn't like it, seems to bounce. I prefer to gently push the rifle back into the original position. I took it off tonight. I don't think it is allowed in a lot of competitions in the USA and I know it's not allowed at my range.
